Haryana Food and Supply Department May Shatter UPA’s Food Security Dream
Chandigarh(I Haryana News):The Haryana Food and supply Department, whose primary task is to manage Public Distribution System in Haryana has failed to supply the complete allotted wheat to people of Haryana from nation food coffer since 2005 to till date.
It is to mention that United Progressive Alliance led by Congress party has brought the National Food Security Bill, 2011 in Lok Sabha to make food security for every citizens of India on 22nd December, 2011, and it is working to turn this into reality before next general elections in 2014, but Congress government Led by Chief Minister, Mr. Bhupinder Singh Hooda’s Food and supply department is not willing to serve people of the state to supply them the all allotted wheat by Government of India since 2005 to till date.
If this is the preparedness of the state like Haryana for implementation food security, which claims itself as number one state in India, and surrounds National capital, New Delhi from three sides then one can gauge the fate of the National Food Security act in these prevailing situations where states under Congress rules are not serious on the issue, which UPA chairperson, Mrs. Sonia Gandhi has dreamed to implement before 2014 general elections, crucial for her and Mr.Rahul Gandhi.
As per investigation carried out by Intelligent Haryana News revealed that in 2005-06, Haryana was allotted Total of 249000.545 Tonnes wheat by Department of Food and Public distribution whereas Haryana Food and supply Department could able to left 33000.18 tonnes wheat , which was only 13.3 percent of total allotted to it for distribution in the State.
It is painful to report that out of above mention data for year 2005-06, 42000 tonnes wheat was allotted for the people living under extreme Poverty but mercy less Food and supply Department could able to left only 2900.03 tonnes wheat which means more than 38 percent wheat meant for BPL families of Haryana was not lifted from nation coffer, and remained underutilized and most probably was rotten in warehouses.
Further, IHN investigation spell out that Haryana did not took even single piece out of allotted 202000.8 tonnes wheat from centre during corresponding year meant for APL families, which is a heinous act by a government agency to forced the people of Haryana to purchase wheat at higher price from open Market despite the fact that food was remarked for them at subsidized rate had been allotted but due to failure of Haryana Food and supply department to left the allotted quota under TPDS defeated the objective of Targeted Public distribution system.

The above shown table clearly manifests that Haryana could not able to take its allotted shares completely since 2005 to till date in any of categories mentioned above, like Below poverty line ,Antyodaya Anna Yojana (AAY), Above Poverty Line and obviously the total allotment.
Haryana has taken off 43 percent wheat of its Public distribution System wheat quota from Nation Food Coffer since 2005- 2011 against national average of over 88 percent, Chandigarh with 226.1 percent remained number one state in India in distributing wheat through TPDS system in India.

The Haryana Self proclaimed status of number one has shattered in serving needy people with food at subsidized rate in days of high inflations and numbered at bottom, which puts question mark over the state’s policy to provide food security.
When Intelligent Haryana News tried to take version of Haryana Food and Supply Minister, Mr. Mahinder Partap Singh on his mobile number 919311499994 and 919781099994 but calls were not answered, then we sent SMS on these mobile numbers with request please answer if you want to give the official version on the issue but failed to get the response till filing of this report.
Mr. Om Prakash Chautala, National President, Indian National Lok Dal, has categorically demanded strict action against officers and political authorities responsible not to left wheat quota under Targeted Public Distribution System and forcing poor and ordinary citizens to purchase the wheat at higher prices.
Mr. Anil Vij, Leader BJP in Haryana Vidhan Sabha has termed Haryana Food and Supply Department’s failure to off take allotted wheat quota as act against poor people of Haryana, this shows the Government real feeling towards poor and ordinary people.
Sohan Lal, a poor scheduled caste laborer of Village Chamaria, in District Rohtak angularly expressed that his 80 percent of his daily earning went to his kitchen bill, if Haryana could able to provide his family subsidized wheat allotted to it then he could able to make lives of many poor living in Haryana more comfortable.
It is to remember that the government of India allots wheat quota under TPDS only after the state submits its demand for corresponding year, the insight study into allotment yearwise in last seven year clearly shows zigzag growth and fall, which indicates some serious act of omission and commission in Haryana TPDS management administration.

The tabular data clearly establishes that Haryana Government did not demanded for substantial enhancement for wheat quota under TPDS for Below poverty Line people as its allotment increased till 2009-10 from 46.69 thousands tonnes in 2005-06 to 208.572 thousands tonnes in 2009-10 and went low to 104.286 thousands tonnes in 2010-11, the increment was remained steady exception to year2006-07 when it had taken jump from 46.697 to 152.026.
The off take percentage of wheat quota for this category during corresponding years always remained over 90 percent.
In case of Antyodaya Anna Yojana (AAY) the allotment remains the almost the same,122.82 thousands tonnes expect in 2010-11, when it was further down to 61.410 thousands tonnes these allotments were made on statistics provided by the State, which means number of poor had remained constant from 2006-07 to 2009-10 and came down in 2010-11, whereas, reality is something else.
The big question over Targeted Public Distribution System is because of wheat allotments in category of Above Poverty Line, where allotments remained constant during 2005 to 07, and then it was down to half in 2007-08, next two Years it again reached to 649.08 thousands tonnes in 2009-10and finally settled at 330.826 in 2010-11.
The Allotment for Above Poverty Line were unmindful demanded high, despite the fact that the off take of wheat in first three years , Haryana Government could able to utilize only one percent total allotment, then state had utilized 28.6 and 30.1 percent allotments in 2008-09 and 2009-10 respectfully, finally 56.2 in 2010-11.
When Intelligent Haryana News asked food security experts over this under utilization of allotted wheat to Haryana most of them expressed they deep concerns over this anti poor act by Haryana Food and Supply Department in era of inflation in food items prices.
One serious question comes into an ordinary mind, if state could not able to utilize its full wheat quotas in last seven years then why the high demands were first made by the state and latter allotted by centre?
Who are the responsible persons making India food Coffer unavailable for them who deserve most at time of extreme hunger?
