HEWO Bents Its Rules to Deprive Employees, Appeases IAS/HCS Officers

Chandigarh (I-Haryana News): The HUDA Urban Estates & Town and Country Planning Employees Welfare Organization also Known as HEWO which was formed with aim for welfare of employees working these government departments, now It has turned into just a real estate milking cow of senior bureaucrats posted in HUDA by depriving low paid employees.

As per information collected by IHN team through RTI act, IAS officers and HCS officers posted in HUDA/ Urban Estates since inception of HWO have been allotted flats showing all of them as deputationists and even ignoring its rules and regulations.

Whereas The HUDA which is headed by the HEWO’s beneficiaries Bureaucrats is not paying House Rent Allowance to class fourth employees who are living in Juggies (Huts) on HUDA land in sector 21, Panchkula for more than many decades and fighting long legal battle to have their homes in high court under banner of HUDA Employees Association comprising mainly causal and class fourth employees of HUDA.

Intelligent Haryana News Research Team tried to find out the truth behind above mentioned report and found following facts:

HEWO is a society registered under the Societies Registration Act XXI of 1860 on June 26, 1990.

The society planned to construct following four types of flats for employees in Panchkula, Gurgaon, Faridabad and Karnal where HUDA land was stated to be available to HEWO for group housing societies. 

  • Super Deluxe (1450 square feet)
  • Deluxe (1050 square feet)
  • Utility (750 square feet)
  • Economy (500 square feet)
  • Economical Weaker Section (250 square feet)

As per Memorandum of Association and Rules and Regulations of HEWO, the copy of which is with IHN team says that employees of HUDA, Urban Estates and Town Planning Departments who had completed minimum service of two year in their respective departments were eligible for applying for these flats.

Further HEWO rules say those employees who are deputed to HUDA, Urban Estates and Town Planning Departments should have minimum service of six months in these departments on the date of applying for these flats and also should not have residential property in his name or family member names in the town for which he or she was applying.

Following is the table showing numbers of flats of different categories of Flats allotted by HEWO to its Members in various cities with total area under each category of flats in all three HEWO schemes.

HEWO was allotted 2.783 acre and 4.40 acre land without draw of lots for Group Scheme-I in Mansa Devi Complex, sector 5 for Group Housing in Panchkula and allotted different categories of 503 flats to its members.

Also, HEWO was allotted without draw of lots 4.01 acre plot in sector 15, P-II and 2.5 acre in sector 31-32A in Gurgaon under HEWO Scheme-I and it had allotted 349 flats of categories in Gurgaon, and the first IAS officer who was allotted a super deluxe category flat in sector 15-II in Gurgaon was Mr. Tilak Raj Sharma, who was Administrator, HUDA membership number 287, and shown on deputation to HUDA.

Also an HCS officer, Mr. V B Arora with membership number 133 posted as HUDA secretary, both were allotted deluxe category flats in sector 15-II in Gurgaon.

The list in which names of above mentioned IAS and HCS officers were figured and is with IHN shows the names of Mr.Balraj Singh in HUDA and Suresh K Thakur in Town and country planning department, both Work Mistri and also Mr. Ram Charan, peon of Town and country planning department who were allotted super deluxe and deluxe flats in same society.

In Faridabad, where HEWO was allotted 4.08 acre land for group housing under its Scheme-I in sector 16A, and given 181 flats of different categories:

After Scheme-I HEWO launched its Scheme-II and got following sizes of plots for group Housing in Haryana:

In Panchkula HEWO got 2 acre plot in sector 6, Mansa Devi Complex where it has given 120 flats for different categories out of these flats, following IAS officers were allotted super deluxe flats by HEWO who have their tenure in HUDA in different capacities:

  • Mr.R P Gupta, former administrator HUDA with Membership number 8001.
  • Mr. N C Wadhwa who served as Chief Administrator membership number 8041
  • Mr. Bhaskar Chatterjee, who was Financial Commissioner (Town and Country Planning) with membership number 8043, but shown on deputation to allot flat.
  • Shakuntala Jhakhu, former Financial Commissioner (Town and Country Planning) and now Addl. Chief Secretary to Government of Haryana, Food & Supplies Department with membership number 8044, also shown on deputation for allotting her flat.
  • Mr. Sandeep Singh Dhillon, former Chief Administrator, HUDA and now Principal Secretary to Govt., Haryana, Town & Country Planning Department Urban Estates Department with membership number 8045
  • Mr.Alok Nigam former Chief Administrator, HUDA and now Joint Secretary(BO)
    Ministry of Finance, government of India membership number 8046
  • Mr. T C Gupta, former Chief Administrator, HUDA and now director general, Town and Country Planning Department with membership number 8047
  • Also Mr.Balwan Singh, Additional Director, Urban Estate Haryana with membership number 8153 was allotted deluxe category flat in Panchkula
  • Mr. Subhash Chandra Goel, IAS, former Additional Director, Urban Estate Haryana with membership number 8288 was allotted Utility category flat in Panchkula

Mr. Tej Bhan and Naresh Kumar, both peons working in HUDA were allotted super deluxe category flats in the list which contains the names of above mentioned IAS officers as its beneficiaries, and could raise the eyebrow of anyone.

HEWO was allotted acre two plots in Gurgaon in sector 56 under its Scheme-II for Group housing, where it has given 528 flats of different categories, and Out of these flats Following IAS and HCS officers were allotted super deluxe category flats by HEWO in Gurgaon sector 56:

  • Mr.N C Wadhwa, who had already allotted one flat in sector 6 MDC Panchkula, once again, has given a super deluxe flat in Gurgaon with another membership number 9073 under this scheme.
  • Mr. R P Gupta, who had also allotted one flat in sector 6 MDC Panchkula, has again given a super deluxe flat in Gurgaon with another membership number 9080.
  • Mr. M S Yadav, former secretary, HUDA and now CEO ,Samvad Society of Haryana Public Relations Department with membership no 9078
  • Mr.Prem Verma, Administrator HUDA Gurgaon also allotted one flat of super deluxe category in this sector                                                                                                    

Under Scheme-II of HEWO, a plot of 5 acre in sector 21-C,Faridabad was allotted to HEWO for Group housing and society meant to welfare employees had given 407 flats to its members out of these and it has allotted following IAS officers super deluxe category flats:

  • Mr.Abhe Singh Yadav,IAS, former administrator, HUDA and now Director education with membership number 11051
  • Mr.D.Suresh,IAS, Commissioner in Municipal Corporation Faridabad with membership number 11053
  • Bhupinder Singh,Estate Officer, HUDA vide his membership number 11017
  • Suraj Bhan Jangra, Estate Officer, HUDA vide his membership number 11046.

Lastly HEWO was allotted 4.5 acre land for its Group housing Scheme-III in following five cities in the state;

In Panchkula two plots of area 0.5 acre each were allotted to HEWO to develop Group Housing in sector 25 and 27 Panchkula under scheme III , the society has given 83 flats to its members, out of these following IAS and HCS officers were given super deluxe, Utility flats:

  • Mr.D P S Nagal,IAS, present Chief Administrator, HUDA was allotted super deluxe flat in sector 25, Panchkula wide his membership number 12049
  • Mr.Maheshwar Sharma, HCS, former secretary, HUDA was also allotted super deluxe category flat with membership number 12050
  • Mr.Vikas Yadav, IAS, former Additional Director, Urban Estates was given Utility flat in sector 25, Panchkula vide membership number 12051.
  • Mr.Surjeet Singh, IAS, Administrator, HUDA was also adjusted with utility category flat in this sector vide his membership number 12052.

HEWO was allotted plot of 0.5 acre in sector 47, Gurgaon under HEWO scheme-III and allotted 31 flats there in this list is a HCS officer who was remained in news for his dubious role in Chandigarh JBT teachers selection scam, Mr.Samwartak Singh joined HUDA in June 2011 as secretary and was allotted Utility category flat in same sector vide his membership number 12131 along with other class-III employees like drivers, clerks etc means.

The Utility category flats allotted to Mr. Samwartak Singh,HCS officer and three IAS officers, Subhash Chandra Goel, Vikas Yadav and Surjeet Singh by employees welfare society,the HEWO was not for their residential requirement as an employee but to do estate business, because an IAS/ HCS officers they could not reside there where their subordinate employees have to reside.

After through research of documents received under RTI, it is pertinent to mention that HEWO did not follow its rules and regulations while allotting flats to its members as eligibility for particular categories were clearly mentioned in its rules and regulations but was floated its rules intently to make possibility the dummy memberships in names of low paid employees (peons, drivers, clerks etc).

Also flats remarked for EWS category were allotted to employees like Deputy District Attorney, Junior Engineer etc who do not falls under the definition of EWS declared by Government of Haryana and clear cut cheating by HEWO with Persons belonging to Economical Weaker Section of Society, and deserves through investigation by any law enforcing agency.

Most of flats allottees have already their residential plots/flats in their names while applying under different HEWO schemes and given flats not for their residential purposes but for doing real estate business which is also a violation of Group Housing law.

All of IAS and HCS officers posted in HUDA were allotted flats in Panchkula, Gurgaon and Faridabad even though they have more than one immoveable residential properties in their or family members names and shown on deputation at the cost of lower ranks employees who really need this welfare mentioned in HEWO memorandum.

Table establishing the pro high paid officers approach of HEWO as 56.68 per cent of total flat area developed was in shape of Super Deluxe and Deluxe categories flats for these repayment capacity was with only high ranked officers and rest like peons, clerks and drivers are prone to be used as dummy members by senior officers.

Table at below shows total area category wise allotted to IAS/HCS officers and all those employees prone to use as dummy members who were allotted flats beyond their repaying capacity on the basis of their salaries per month.

As per staff strength of these departments majority of staff consist of clerks and peons for whom only 729 and 564 flats of total area of 546750 (27.36%) and 282000(14.11 %) square feet were respectively developed by HEWO, which shows real intend of the HEWO to serve more to high ranked officers than of class-IV and class-III employees who really deserve their welfare as compare to IAS, HCS and S S Kansal, MD of HEWO society who has captured two Super deluxe category flats in Panchkula and one in Gurgoan against norms.
